Enterprise IT Spending Shifts Toward Cloud Modernization, Cybersecurity and Infrastructure Resilience

Enterprise technology budgets are increasingly being redirected toward cloud modernization, cybersecurity, infrastructure resilience, and scalable digital foundations as businesses move deeper into cloud-based and AI-intensive operations. The shift is less about simply increasing technology spending and more about rebuilding infrastructure capable of supporting continuous workloads, stronger security requirements, and changing business conditions.

According to Gartner, India’s public cloud spending is projected to reach $17.5 billion in 2026, up 28.1% from $13.7 billion in 2025, with AI-ready infrastructure and application modernization among the major drivers.

Cloud Modernization Moves Up the Priority List

Enterprises are increasingly modernizing legacy applications and infrastructure rather than simply migrating existing workloads to the cloud. Hybrid and private cloud environments are gaining attention as organizations balance scalability with cost, security, performance, and data sovereignty.

Broadcom’s 2026 Private Cloud Outlook found that 56% of enterprises are running or planning to run production AI inference on private cloud, while 83% are considering moving some workloads from public to private cloud. Security, cost predictability, and performance are among the leading reasons behind these infrastructure decisions.

This indicates a more selective approach to cloud adoption, with enterprises evaluating where workloads should run rather than assuming that public cloud is the default destination for everything.

Cybersecurity Becomes Part of Infrastructure Investment

Security spending is also moving closer to the center of enterprise IT strategy. The expansion of cloud workloads, connected systems, AI applications, and distributed work environments has created a larger attack surface, pushing organizations to strengthen identity security, data protection, threat detection, and incident response.

In India, industry executives expect cybersecurity spending to potentially reach 15–20% of total IT budgets as AI-driven threats expand the digital attack surface and cyber risk increasingly reaches the boardroom.

The change is significant: cybersecurity is increasingly being treated not simply as a compliance expense but as an investment in operational continuity and business resilience.

Infrastructure Resilience Becomes a Board-Level Concern

Reliability is becoming another major factor influencing technology investment. IDC reports that enterprise IT priorities are shifting from pure cost optimization toward operational resilience, reflecting growing concern around continuity, availability, and the ability to maintain critical services during disruptions.

This is encouraging investment in:

  • Hybrid and multi-cloud architectures
  • Disaster recovery capabilities
  • Backup and recovery infrastructure
  • Network modernization
  • Observability platforms
  • Zero Trust security
  • Data protection
  • Resilient application architectures

The objective is increasingly to ensure that infrastructure can absorb disruption and recover quickly, rather than simply operate efficiently under normal conditions.

IT Budgets Are Becoming More Strategic

The broader spending pattern suggests that enterprise technology leaders are moving away from fragmented modernization projects toward investments that strengthen the entire digital operating model.

Cloud platforms provide scalability, cybersecurity protects increasingly distributed environments, and resilient infrastructure ensures critical systems remain available when disruptions occur. These priorities are becoming interconnected rather than independent IT initiatives.

As organizations continue deploying AI and modern digital applications, enterprise IT spending is likely to remain focused on the underlying infrastructure required to make those technologies secure, scalable, and reliable.
